8th Pay Commission: Eighth Pay Commission Fitment Factor in Focus as Salary Hike Demands Grow

The 8th Pay Commission has become one of the most discussed topics among central government employees and pensioners. Since the Central Government announced the formation of the commission, employee unions, pensioner associations, and various stakeholder organizations have been actively submitting their recommendations regarding salaries, pensions, Dearness Allowance (DA), and the much-awaited eighth pay commission fitment factor.

More than one crore beneficiaries—including nearly 50 lakh central government employees and around 65 lakh pensioners—are expected to benefit once the Commission submits its final recommendations.

The Commission recently completed the first phase of receiving memorandums and is now collecting additional data from stakeholders before preparing its recommendations.

1. Eighth Pay Commission Fitment Factor Remains the Biggest Demand

The eighth pay commission fitment factor continues to dominate discussions among employee unions.

The fitment factor determines how existing basic pay will be revised under the new pay structure. Different organizations have proposed different fitment factors depending on employee categories.

Some employee associations have suggested higher fitment factors such as 2.92, 3.50 and even 3.80 for specific safety-related posts, particularly within Indian Railways. These demands aim to ensure that salary revisions reflect current inflation and rising living costs.

However, it is important to note that no official fitment factor has been approved by the Commission or the Government so far.

2. Major Employee Unions Demand Higher Minimum Salary

Several prominent employee organizations have submitted proposals seeking a substantial increase in the minimum basic salary.

Among the key demands are:

  • National Council (JCM): ₹69,000 minimum basic pay
  • Maharashtra Old Pension Organisation: ₹65,000
  • All India Defence Employees Federation (AIDEF): ₹69,000

These organizations argue that the existing salary structure no longer reflects today’s economic conditions and increasing household expenses.

3. Dearness Allowance Revision Also Under Discussion

Apart from salary revision, employee unions have also emphasized reforms in the Dearness Allowance (DA) system.

Some of the important demands include:

  • Inflation-linked wage model
  • DA merger after reaching 50%
  • Minimum 4% DA increase
  • Inflation-adjusted compensation

These proposals aim to provide better protection against rising inflation.

4. Railway Associations Suggest Separate Eighth Pay Commission Fitment Factor

The Indian Railways Technical Supervisors Association (IRTSA) has submitted several detailed recommendations.

The association has proposed:

  • Minimum pay of ₹52,600
  • Different fitment factors for various pay levels
  • Higher indexing for Level-6 safety category employees
  • Modern economic indicators while revising salaries

These recommendations highlight the demand for sector-specific salary revisions rather than adopting a single formula for all employees.

5. State Meetings Continue Across India

The Commission has been holding meetings with employee representatives and stakeholder groups in different states.

After consultations held during April, May, June and July, additional meetings are scheduled in:

  • Bhubaneswar (Odisha)
  • Kolkata (West Bengal)

These interactions allow employee organizations to directly present their recommendations before the Commission.

6. Memorandum Submission Window Has Closed

The Commission had invited memorandums from various organizations beginning in March 2026.

The deadline was extended twice before finally closing on 15 June 2026.

Although fresh memorandums are no longer being accepted, the Commission continues to receive supporting data through its online data portal until 30 June 2026.

7. Online Data Collection Still Underway

Stakeholders have been requested to submit relevant information online to assist the Commission in preparing comprehensive recommendations.

The submitted data will likely play an important role while deciding:

  • Salary revision
  • Pension revision
  • Pay matrix
  • Dearness Allowance
  • Eighth pay commission fitment factor
  • Other employee benefits

8. Commission Invites Consultants

The Commission has also invited applications for consultant positions on a contractual basis.

Approximately 20 consultant vacancies have been announced across different experience levels.

The appointments will remain valid for one year or until completion of the Commission’s tenure, whichever comes earlier.

9. When Will the 8th Pay Commission Submit Recommendations?

As per the normal timeline followed by previous Pay Commissions, experts expect recommendations within approximately 18 months.

If this schedule is maintained, official recommendations may become available during 2027.

Some employee representatives have also expressed hope that important announcements could coincide with the beginning of a new financial year.

However, no official date has yet been confirmed by the Government.

10. Implementation Could Take Additional Time

Even after recommendations are submitted, implementation generally requires approval from the Central Government.

Looking at previous Pay Commissions, complete implementation could take another two to three years after recommendations are finalized.

This means that although recommendations may arrive during 2027, revised salaries and pensions may be implemented gradually over the following years.

What Employees Should Watch Closely

Central government employees and pensioners are particularly monitoring the following issues:

  • Final eighth pay commission fitment factor
  • Revised minimum basic pay
  • Pension revision formula
  • Dearness Allowance policy
  • New Pay Matrix
  • Implementation timeline
  • Government approval process

These decisions will determine the actual increase in salaries and pensions for millions of beneficiaries.

Conclusion

The 8th Pay Commission has entered an important stage as employee organizations across the country continue to press for higher salaries, improved pensions, and a favourable eighth pay commission fitment factor. While several proposals have been submitted—including demands for a minimum salary of up to ₹69,000 and higher fitment factors for specific employee categories—no final recommendations have been issued yet.

Employees and pensioners should rely only on official announcements from the Commission and the Government, as discussions and proposals are still under examination. The coming months are expected to provide greater clarity on salary structures, DA revisions, pensions, and the final implementation roadmap.
